Kemp, Mabank, Crandall compete in golf regionals
Students from Kemp, Mabank, Crandall and Kaufman competed in a UIL Region II AAA golf tourney April 23-24.
In girls competition, Mabank finished sixth and Crandall ninth.
Chantry McMahahn of Kaufman placed second, Amanda Genovese of Crandall finished fifth and Sarah Bivins of Mabank ended 15th.
In boys play, Kemp finished eighth and Mabank ended 14th.
Chase Traughber of Kemp ended in a three-way tie for sixth and Dalton Fugit of Kemp tied for ninth.

Kemp bond information meetings scheduled
Presentations on Kemp's school bond proposal are set for Monday, Tuesday and Wednesday. The school board is seeking voter approval for $23 million to build a new high school and renovate district buildings.
The meetings are:
7 p.m. Monday, April 9th -- Kemp ISD Board Room
3:40 p.m. Tuesday, April 10th - Kemp Primary School
7 p.m. Tuesday, April 10th - Calvary Baptist Church
3:40 p.m. Wednesday, April 11th - Kemp Junior High School

Kemp falls to Princeton
The Kemp boys basketball team fell to Princeton, 38-26, Friday in the 3A Region II semifinal at Texas A&M University Commerce.
The Kemp team faltered on rebounds while Princeton's Chase Spruiell had 23 points.
While is was a disappointing end to the season, it still was a victory of sorts -- this was the farthest Kemp had ever advanced in the finals.

Kemp narrowly defeats Kaufman

For the first time Kemp will advance to the regional tournament in boys basketball. The Yellowjackets defeated the Kaufman Tigers in overtime Tuesday night.
The playoff game is scheduled 2 p.m. Friday at Texas A&M Commerce.

Pct. 4 quarterly report
Work continues on the Pct. 4 ECO Station, (commonly known as a trash transfer station). The building is installed, the fence up, the electricity connected and the water and sewer installed.
Bids are being sought for the concrete.
A special building for hazardous household waste has been ordered and should arrive in 8 to 10 weeks.
The building will allow the center to accept chemicals, paint and other household goods.

Materials used to repair roads:

Hot/cold mix: 4,919.7.55 cubic yards @ $42.00= $206,598.00
Crushed concrete 470 cubic yards @ 98.25= $ 38,775.00
Rock 1,471.86 tons @ 7.10 = $ 10,444.00
Road oil= 180 barrels @ $50..00= $ 9,000.00

The vehicles used a total of 8,278.76 gallons of diesel fuel = $ 22,874.21
Total Cost $ 287,691.21

Miscellaneous work:

County Road 4065 was asphalted, Stitzle Road was oiled. Other miscellaneous work that was done: one stop sign, one speed limit sign, two street and one “We love our children” sign.

Letter from School Superintendent
Dear Community Member:
Time is at hand for the beginning of another school year. Along with the start of school for our students is also the time of year school districts set the new tax rates and budgets for the upcoming year. This process can be complicated and confusing enough but with the state legislature passing House Bill 1, there is an even greater impact this year.
Earlier this year, the Legislature mandated a reduction in the district maintenance and operation tax rate by 17 cents. Kemp ISD previously taxed at the $1.50 cap. This means a new maintenance and operation tax rate of $1.33005 per $100 valuation under the new legislation. The Legislature also gave districts the option of increasing the tax rate by as much as 4 cents, pending school board approval. Each district across the State of Texas will have to decide if they will tax the additional 4 cents. Those decisions will be based on the uniqueness of local needs and circumstances.
For Kemp ISD, this would mean a total M&O tax rate of $1.37005 per $100 valuation. With reference to Kemp’s circumstances, it's the prudent thing to do. The district will require the additional funding to make up for state and federal shortfalls.
The cost of education continues to rise along with the cost of fuel and electricity as well as state mandated requirements. Even though local values are increasing, we have no appreciable increase in funding because as our local revenue increases the state aid decreases. In addition, when we factor in a tax collection rate of only about 87%, the need for the additional funding is evident. The coming year will show a more aggressive approach for collecting taxes but the added funding is still required to help take care of aging facilities and to continue to provide the basis of sound educational programs.
The Interest and Sinking (I&S) tax rate will remain at 8 cents per $100 valuation. This is the same as last year and still will not cover the entire bonded indebtedness for the current year. We will be able to make up this shortfall with what is in the I&S fund balance.
The Board is being financially prudent and responsible while working hard at keeping the tax rate down as much as possible.
For the 06-07 school year, the total tax rate (M&O + I&S) for Kemp ISD will be $1.45005 per $100 valuation. In comparison to last year, the total tax rate for 05–06 was $1.58 per $100 valuation. This is roughly a 13 cent reduction in the total tax rate.
